The Shire of Harvey is streamlining how we plan for the future, remain accountable for that plan, and have two-way conversations with our communities.
We have consulted and engaged with the community extensively. Now we are looking to consolidate what we've heard into a simplified Council Plan.
Where are we up to?
- Our research partners, independent consultants CATALYSE®, are currently assessing the results of the recent MARKYT® Community Scorecard.
- Registrations are live for community members who would like to join us for one of seven FUTYR® Community Workshops being held across our communities. At these workshops we will report back on the MARKYT® Community Scorecard results, and seek your feedback on community priorities and aspirations.

Shire of Harvey Council Plan | Community Engagement
The Council Plan will provide the community with one central plan. It will be our roadmap for the next eight years: it will help us plan, fund and deliver the services and facilities our Shire wants and needs.
This consolidated plan will promote a shared understanding of what we prioritise as a community, and who is responsible for making it happen. It will articulate the Shire's vision and advocacy priorities, and help us focus our resources on service delivery and providing facilities.
This document will streamline and replace our existing ten year Community Strategic Plan, and four year Corporate Business Plan. It will help to guide budget decisions around projects and services in our localities.
As part of that process, we want to continue to engage with as many people as we can to understand what’s important to the community.
We're inviting all Shire of Harvey residents and businesses to get involved in this two-stage planning process.
MARKYT Community Scorecard
The MARKYT Community Scorecard is research carried out by independent consultant CATALYSE®, who are specialists in assessing local government performance. The scorecard provides benchmarking data that compares us to other local governments. 70 local governments have previously participated in this benchmarking program. This means we can see how we are doing compared to a wide range of local governments.
The scorecard rates our service delivery, and lets us know your priorities for your community. This feedback informs the drafting of the Council Plan.
The MARKYT Community Scorecard was live from February 14-March 14 2025. Scorecards were mailed to all Shire of Harvey residents, as well as being available online and at Shire premises.
A huge thank you to everyone who participated! Catalyse received more than 1,200 responses.
FUTYR® Community Workshops
A series of FUTYR® Community Workshops will be held across the Shire in May 2025. At these workshops, we will report back on the results of the scorecard, and seek feedback on community priorities and aspirations.
